ANATEL於2025年2月14日發布第2105號法案,其更新WWAN設備的技術要求,修訂第3151號和第3152號法案,並將於2025年8月13日起生效。

ANATEL released Act 2105 on Feb. 14th, 2025. This new regulation updated the technical requirements for WWAN devices, amending Act 3151 and 3152, and it will be in force on Aug. 13th, 2025.

Considering the need to publish minimum requirements for quality, security, interoperability and protection of the radio spectrum applied to new devices to be inserted in the country's fifth generation mobile networks (5G), such as those used in non-terrestrial networks (NTN) and others of lesser complexity with low energy consumption (RedCap), in addition to Category 1bis in the case of 4G networks; Whereas, with each release of 3GPP standards, new functionalities are implemented in 5G (and also 4G) networks and that the requirements and test procedures are improved.

ANATEL issued Official Letter No. 81/2025 to clarify the definition of indoor environment for the use of 5150-5350 MHz frequency range, particularly in vehicular applications, in accordance with item 3.1.48 and 11.2 of Act 14448.

According to ANATEL, an indoor environment refers to an environment with conditions to provide attenuation of transmitted signals due to building penetration, thereby reducing emissions in multiple directions (definition in item 3.1.1 of Act 14448).

Based on this definition, ANATEL has established that the 5150-5350 MHz band (WLAN B1/B2) is allowed only in vehicles with a fully enclosed structure (simulating an indoor environment), such as cars and trucks. Therefore, this band cannot be used in open vehicles, including motorcycles, tuk-tuks, and convertible cars.

The Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay released Resolución Directorio N° 0148-2025 to modify the Plan Nacional de Atribución de Frecuencias (PNAF) on January 22, 2025. According to the Resolution, the 3300-3700 MHz will be allocated for 5G.

阿根廷

Argentina

阿根廷工業暨商業部於2025年2月25日發布第 16/2025、17/2025 和 25/2025 號決議,廢除先前第 169/2018 號決議,並制定新法規以簡化阿根廷的電氣安全認證。

主要變更如下:

  1. 第25/2025號決議: 新符合性標誌(QR code)要求,延後至2025年10月1日起實施。
  2. 第16/2025號決議: 制定以下類別/類型的電氣產品的技術法規:

(1) 電源供應器和充電器
(2) 家用電器
(3) 燈具
(4) 電子、音訊和視訊設備

本辦法自2025年2月26日起施行,並以第 237/2024 號決議為基礎建立的認證架構,旨在簡化法規並促進電氣設備貿易。

寬限期:依據 169/2018決議所頒發的電氣安全證書可持續維持 1 年效期,有效日至 2026 年 2 月 26 日止。

Feb 25, 2025, the Secretary of Industry& Commerce has released Resolution No. 16/2025, 17/2025 and 25/2025 to revoke the former main Res. 169/2018 and to establish the new regulation to simplify Electrical Safety Certification in Argentina.

Main updates as below:

  1. Resolution 25/2025: The Safety Mark (QR code) postpone the implement date to Oct. 1st, 2025
  2. Resolution 16/2025: establishes the technical regulation for below category/type of electrical products:

(1) Power Supplies and Chargers
(2) Household Electrical Appliances
(3) Lighting Devices
(4) Electronic, Audio and Video Devices

  1. Resolution 17/2025: establishes the technical regulation of Machines and tools powered by motors(It also covers low voltage machines and tools).

The Resolutions have already become effective since February 26th, 2025. They are based on the Certification Framework established by Res. 237/2024 with the aim of simplifying regulations and facilitating trade of electrical devices.

Grace Period: Electrical Safety Certificates issued under 169/2018 will be able to remain valid for 1 (one) year, until February 26th, 2026.

On February 25, 2025, the Ministry of Communications (Department of Telecommunication) through the Telecommunication Engineering Centre (TEC), issued Notification S.O. 982(E) under the Telecommunications Act, 2023. This mandates standards and conformity assessment requirements for a wide range of telecommunication equipment to align with Mandatory Testing and Certification of Telecom Equipment (MTCTE) measures.

Effective Date: The standards outlined in the notification will become mandatory 180 days from the date of issuance, i.e., August 24, 2025.

From the effective date, no person shall import, sell, distribute, or use the listed telecommunication equipment unless it complies with the essential requirements specified by TEC.

The Ministry of Communications (MoC) of India published press releases on March 12, 2025, announcing several initiatives for the rollout of 5G services in India, and the development of 6G technology in India.

South Korea

韓國無線電管理局宣布對簡單無線電臺、太空站、衛星地球電臺、無線電探測用無線電設施和其他業務無線電設施的技術標準進行部分修改。

主要修改內容如下:
1. 公告第2025-01號:
制定11-14 GHz頻段運轉高度1,100公里以上、1,300公里以下低軌道衛星地球電臺(用戶終端) 的技術標準

(1) 規定通訊夥伴(太空站)和衛星地球電臺(使用者終端)的頻率等操作規範;
(2) 規定衛星追蹤、傳輸控制等無線電台的基本要求;規定衛星地球電臺的發射、接收規範以及其他無線電臺(站)干擾的保護。

2. 公告第2025-10號:

(1) 建立物聯網(IoT)終端發射和接收設備的技術標準;
(2) 建立無人機偵測雷達定義、佔用頻寬等標準,以盡量減少干擾、混附發射等影響;
(3) 建立類比廣播使用的有限許可;
(4) 將難懂的術語修正為簡單易懂的術語。

Korea RRA has announced partial amendments to the technical standards for Radio Facilities of Simple Radio station, Space Station, Earth Station, Radio Facilities for Radio Detection and Other Business Radio Facilities.

The main revisions are as follows:

1. Announcement No. 2025-01:

Establishment of technical standards for earth stations (user terminals) that communicate with low-orbit satellites operating at an altitude of more than 1,100 km and less than 1,300 km in the 11-14 GHz frequency band

(1) Specifies operational specifications such as the communication partner (space station) and frequency of the earth station (user terminal).
(2) Stipulates the basic requirements for radio stations such as satellite tracking and transmission control
(3) Stipulates the transmission and reception specifications of the earth station and the protection against interference with other radio stations.

2. Announcement No. 2025 - 10:

(1) Establishment of technical standards for transmitting and receiving devices for Internet of Things (IoT) terminals
(2) Establishment of standards for drone detection radar definition, occupied frequency bandwidth to minimize the impact of interference, spurious firing, etc.
(3) Establishment of a limited license for the use of analog radios
(4) Changed difficult terms to easy-to-understand term

韓國科學技術情報通訊部(MSIT)宣布,3GPP(第三代合作夥伴計畫)在韓國舉行第六代行動通訊國際會議,探討推動6G標準化。

本次6G技術研討會分享6G需求研究成果,討論6G新型無線網路/核心網路架構,技術全體會議分為無線電存取網路(RAN)、系統與服務(SA)、核心網路與終端(CT)三個部分。

透過本次研討會,對6G實現技術進行全面的討論,並預測未來6G標準發展的方向。

Korea MSIT announced that 3GPP (The 3rd Generation Partnership Project) held its 6th Generation Mobile Communications International Conference in Korea to discuss the promotion of 6G standardization.

The 6G technical workshop shared the results of 6G requirements research and discussed the structure of the new radio network/core network for 6G, and the technical plenary session was organized into three sections: Radio Access Network (RAN), Systems and Services (SA), and Core Network and Terminal (CT).

Through this workshop, a full-scale discussion on 6G implementation technologies was held, and it was possible to predict the future direction of 6G standard development.
Also, starting research of wireless network characteristics to support the Upper-mid band (7~24 GHz), which is the focus of Korea MSIT's 6th generation mobile communication R&D project is expected.

1. The combination of artificial intelligence and 6th generation mobile communication
2. Energy-saving technology

On February 25, 2025, FCC launched a proceeding to explore further opportunities for innovation and investment in the mid-band spectrum range known as the Upper C-band (3.98-4.2 GHz).

To address anticipated spectrum needs, promote economic development, and advance American security interests, the Commission will invite feedback on whether, and if so how, it should open up additional portions of the Upper C-band for more intensive use.

The Notice of Inquiry has started to seek stakeholder input on options for more intensive use of the Upper C-band that could incentivize rapid and efficient deployment of new communications services, spur investment, and address the needs of various stakeholders with interests in the band.

On March 6, 2025, FCC announced regulatory updates for the 6 GHz band, extending the frequency range for VLP (Very Low Power) devices entirely (5.925-7.125MHz).

The VLP devices will operate with the same power levels and other technical and operational requirements that apply to VLP devices in the U-NII-5 (5.925-6.425 MHz) and U-NII-7 (6.525-6.875 MHz) portions of the 6 GHz band.

The FCC previously allowed VLP devices to operate in the following frequency bands:
U-NII-5 band (5.925-6.425 GHz)
U-NII-7 band (6.525-6.875 GHz)

The new rules additionally open up the following frequency bands for use by VLP devices:
U-NII-6 band (6.425-6.525 GHz)
U-NII-8 band (6.875-7.125 GHz)

This measure offers greater flexibility for the use of the 6 GHz band, fostering the development of ecosystems for cutting-edge applications, including wearable technologies, augmented reality (AR), and virtual reality (VR).

It further enhances educational opportunities, improves healthcare outcomes, and delivers innovative entertainment experiences.

The effective date of this announcement is May 5,2025.
