Argentina

商務部長於 2024 年 11 月 7 日發布第 1/2024 號一般性規定，旨在補充和澄清第 237/2024 號決議中的資訊，其決議與新的安全認證技術法規架構相關。

本規定特別針對新符合性標誌的要求，已通過認證設備上必須放置的舊版安全標誌將被新版標誌取代，對電氣安全認證的產品類別至關重要；並此項要求不僅限於電氣安全，其他產品如玩具、墨水、能源效率等類別也將遵循相同的標誌設計。

The Secretary of Commerce recently issued the Disposition 1/2024 as general provision that seeks to complement and clarify information from Resolution 237/2024 which was referred to the new Technical Regulation framework for Safety Approvals.

This disposition in particular is regarding to the new conformity marking that will replace the old Safety logos that certified equipment must bear, and it is of particular interest for products subject to Electrical Safety Certification. But this is not limited to Electrical Safety, as other schemes such as Toys, Inks, Energy Efficiency will follow same design.

本次要求尚未納入電氣安全的具體技術法規架構中，針對電氣安全認證計畫的具體說明，目前尚待另一項決議/規定發布。現行與電氣安全相關要求仍需遵守第 169/2018 號決議之規定，新符合性標誌的規定暫時為非強制性。

現行已取證之電器設備必須：

1. 與當地進口商或製造商發布之符合性聲明 (DoC) 同步商業化，列出產品/證書/工廠/等的詳細資訊。

2. 這項新的 DoC 流程將無需透過商務部的最終批准(Form C)

3. 如上所示的新 QR 標誌最終將取代舊的安全標誌，並必須將其放置在設備之主體或包裝上，該標誌將連結至DoC及證書相應網頁。

This resolution does not yet address the specific technical regulation framework for Electrical Safety, so another resolution/provision is still pending to be issued that makes specific clarifications to Electrical Safety Certification scheme. At the moment for Electrical Safety we are still governed by Res 169/2018, so these markings are not yet mandatory/ necessity.

For now, we know that certified electrical devices must:

1. Be commercialized along with a Declaration of Conformity (DoC) issued by local importer or manufacturer listing the details of the product/certificate/factory/etc.

2. This new DoC process will avoid having to go through a final approval from the Ministry of Commerce (Form C)

3. A new QR seal as shown above will eventually replace the old Safety Logos, and it must be placed on the body of the equipment or its packaging, which directs to a website where the DoC and the corresponding certificate are hosted

On Oct. 10th, 2024, The National Authority for Public Services (ASEP), committed to promoting the development of telecommunications networks, which is promoting the deployment of the 5G network in Panama.

ASEP will continue working hand in hand with the operators (TIGO and Más Móvil Panamá) to achieve this objective in the short, medium and long term for the benefit of users.

印度國家通訊安全中心(NCCS)於2024年10月24日發布Wi-Fi CPE ITSAR的修正案。其修訂以適應Wi-Fi CPE 分離式配置和雲端托管 Wi-Fi CPE 組件技術的變更。

The National Center for Communication Security (NCCS) of India published amendments to the Wi-Fi CPE ITSAR on October 24, 2024. The Wi-Fi CPE ITSAR has been amended to accommodate technological changes to the split configuration of Wi-Fi CPE and for Wi-Fi CPE components hosted in the cloud.

智利

Chile

2024 年10 月10 日，智利經濟、發展暨觀光部發布第21695 號法令，其對第19496 號法令進行修訂。內容提及行動資訊和電信設備之供應商須確保設備與其充電設備之間的互通性，必須為消費者提供行動資訊和電信設備單獨販售或附賣充電設備的選擇。也必須及時、適當地告知消費者是否包含充電設備及與相容充電設備相關的其他規格。

一項法規將確立本文適用的設備類別、各項設備的技術規格、必須履行資訊義務和其他義務的方式。在產品分項或類別中，法規必須至少包括行動電話設備和筆記型電腦。

根據新規定，銷售手機將設立2年過渡期，其他行動裝置將設立4年寬限期。

On Oct. 10th, 2024, the Ministerio de Economía, Fomento y Turismo released Law 21695 to amended Law 19496. Which mentioned Suppliers of mobile information and telecommunication devices must ensure common interoperability between the equipment and its charging devices, must offer consumers the option of purchasing such products with their charging devices, or each of them separately. Must also inform consumers appropriately and in a timely manner whether or not the charging device is included and about other specifications relating to compatible charging devices.

A regulation issued by the Ministry will establish the categories of classes of devices to which this article will apply, the technical specifications for each one, the way in which the information obligations and other obligations must be fulfilled. Within the classes or categories of products, the regulation must at least include mobile telephone devices and laptop computers.

A transition period of 2 years will be established for marketing mobile phones according to the new regulations, and a 4-year grace period will be established for other mobile devices.

越南

Vietnam

2024年10月25日，越南資訊通訊部(MIC) 發布與國家地面移動無線電設備和地面中繼式無線電電磁相容技術規範相關的第13/2024/TT-BTTTT號通知。

本通知將於2025年1月1日起生效，並取代現有第39/2015/TT-BTTTT號通知-國家地面中繼式無線電設備(TETRA)電磁相容性技術規範。

本通知將引入新的技術標準QCVN100:2024/BTTTT，適用於下列產品類型和HS編碼:

On 25th October 2024, the Vietnam Ministry of Information and Communication (MIC) issued new Circular Circular No. 13/2024/TT-BTTTT, on promulgating the national technical regulations for electromagnetic compatibility for terrestrial mobile radio equipment and terrestrial radio trunks.

The Circular will come into effect from 1st January 2025 and replace existing Circular No. 39/2015/TT-BTTTT - national technical regulation on electromagnetic compatibility for terrestrial radio relay equipment (TETRA).

 The Circular will introduce a new technical standard - QCVN100:2024/BTTTT - applicable to the following product types and HS codes:

 MIC要求相關之無線電設備從2025年7月1日起須符合QCVN100:2024/BTTTT的規定，並提供製造商為期6個月的過渡期 (從2025年1月1日至2025年6月30日止)。

MIC mandates the related radio equipment to meet the provisions of QCVN100:2024/BTTTT from 1st July 2025, thus leaving a six-month transition period for affected manufacturers to comply with this standard from 1st January 2025 until the end of 30th June 2025.

阿拉伯聯合大公國

UAE

阿拉伯聯合大公國的工業暨先進技術部(MoIAT)於2024年9月16發佈2024年第137 項決議，對國家合格標誌及標籤進行更新，主要變更如下：

The Ministry of Industry and Advanced Technology (MoIAT) in the UAE has recently introduced updates to the national conformity marks and performance labels through Ministerial Resolution No. 137 of 2024 on September 16, 2024.

2. 符合性的過渡期: MoIAT授予先前已核可產品的過渡期：

(1)    當前已在阿聯酋市場販售的產品: 須於12 個月內完成新符合性標誌變更，截止日為 2025 年 9 月 15 日。

(2)    將進入阿聯酋市場的新產品: 須於 6個月內完成新符合性標誌變更，截止日為 2025 年 3 月 15 日。

建議製造商和供應商盡速將產品合格標誌更新為新版標誌，以確保在規定的時間內符合新標誌的要求。

2. Transition Period for Compliance: MoIAT has granted a transition period for previously approved products:

(1)  Existing products in the local market: A 12-month period is allowed to comply with the new requirements, with a final compliance deadline of 15th September 2025.

(2)  New products entering the UAE market: These products must comply with the updated Conformity Mark within 6 months, with a deadline of 15th March 2025.

Manufacturers and suppliers are advised to update their products with the new conformity mark to ensure compliance within the specified timelines.

新加坡

Singapore

資訊通訊媒體發展局 (IMDA) 正在將其設備註冊模組遷移到新的授權入口網站，會暫時影響註冊申請和更新。請製造商知悉過渡期間可能出現的延誤，並執行相應措施以確保符合性。

過渡期包括暫時停機和幾個重要的截止日期，主要整合日程與影響如下:

1.    入口網站停機時間: 2024 年11 月25 日至2024 年12 月6 日，現行使用之GoBusiness 入口網站將無法用於設備註冊申請和更新。如有任何待處理之申請，請確保於2024 年 11 月 25 日之前提交，未申請延展之設備證書將自動撤銷。

2.    延展註冊效期之截止日:

(1)    證書於2024年11月30日前到期的設備，必須在2024年11月25日之前透過現有的GoBusiness入口網站提交延展申請。

(2)    證書將於 2024 年 12 月 31 日前到期的設備，僅能在 2024 年 12 月 6 日啟用之新 GoBusiness 入口網站提交延展申請；若2024 年 12 月 31 日前未申請延展則證書將自動撤銷。

(3)    針對無意在過渡期間內提交申請或更新之設備，無需採取任何行動。

The Infocomm Media Development Authority (IMDA) is migrating its Equipment Registration modules to a new licensing portal, temporarily impacting registration applications and renewals. Manufacturers should be aware of potential delays during the transition and plan accordingly to ensure compliance.

Key Migration Dates and Impacts

The transition involves a temporary downtime and several important deadlines:

1. Portal Downtime: the current GoBusiness Portal will be unavailable for equipment registration applications and renewals from 25 November 2024 to 6 December 2024.If you have any pending applications, ensure they are submitted online before 25 November 2024 to avoid delays.

2. Renewal Deadlines for Expiring Registrations:

(1)  For equipment registrations expiring on 30 November 2024, renewal applications must be submitted via the existing GoBusiness Portal before 25 November 2024. Unrenewed registrations will be automatically cancelled.

(2)  For registrations expiring on 31 December 2024, renewal applications can only be submitted through the new GoBusiness Portal starting 6 December 2024. Registrations not renewed by 31 December 2024 will also be automatically cancelled.

(3)  For those not intending to apply for or renew equipment registrations during these periods, no action is necessary.

Serbia

塞爾維亞電子通訊和郵政服務管理局(RATEL)在其規定的權限和期限內，採用發行電子通訊中授權專家監督員ID的形式與方式(“RS官方公報"，2024年11月1日第87/24號) ，其規定電子通訊領域授權專家監督員ID的頒發形式和方式並於2024年11月9日起生效。

依 RATEL 之提議，資訊和電信部通過採用與緊急服務存取相關的規則手冊(“RS 官方公報”，2024 年 11 月 1 日第 87/24 號)，並於 2024 年 11 月 9 日生效。

本規則手冊規定緊急服務之存取，主要包括： 以使用編號為基礎的人際通訊服務、緊急服務存取的可及性，根據緊急通訊接收點的能力和技術特點，用於緊急服務存取工具的品質參數，緊急服務存取的其他相關要求。

The Regulatory Authority for Electronic Communications and Postal Services, within its prescribed competencies and deadlines, adopted the Rulebook on form and manner of issuing authorized expert supervisor ID in electronic communications ("Official Gazette of RS", No. 87/24 of November 1, 2024) that entered into force on November 9^th, 2024.

At RATEL’s proposal, the Ministry of Information and Telecommunications adopted the Rulebook on access to emergency services ("Official Gazette of RS", No. 87/24 of November 1, 2024) that entered into force on November 9^th, 2024.

This rulebook stipulates access to emergency services consisting primarily of: interpersonal communications service based on the use of numbering, enabling access to emergency services, in accordance with capabilities and technical features of emergency communication reception points, quality parameters of the tools intended for emergency service access, as well as other relevant requirements for access to emergency services.

以色列

Israel

地方當局預期促進其設施內和整個城市的基礎設施部署，利用這項基礎來推動「智慧城市」計畫。為此，2025 年將向地方當局分配 2,500 萬新謝克爾的激勵預算，以促進基礎設施和應用的發展。

根據 OOKLA 指數，以色列目前在蜂窩基礎設施方面排名第 62 位，並將 2024 年定為蜂窩領域的“創新年”，計劃在全國範圍內部署先進的蜂窩基礎設施。

The Minister of Communications accepted the recommendations of the inter-Ministerial team, to encourage the deployment of advanced cellular infrastructures, which will lead to improved coverage and to better quality of service to the public The recommendations deal, inter alia, with making public properties accessible for erecting antennas; NIS 25 million will be allocated in 2025 to local authorities that will encourage the establishment of advanced cellular infrastructures in their territory entry of new players into the field of cellular infrastructure Implementation of 5G services in non-business sectors, etc.

Local authorities are expected to promote the deployment of infrastructure within their facilities and across their cities, leveraging this foundation to advance "smart city" projects. To support this, a budget of 25 million NIS will be allocated in 2025 to local authorities that encourage the development of infrastructure and applications.

Israel currently ranks 62nd in cellular infrastructure according to the OOKLA index and has designated 2024 as the "Year of Innovation" in the cellular sector, with plans to deploy advanced cellular infrastructures nationwide.

South Korea

2024年10月28日至2024年11月1日韓國科學技術資訊通信部舉辦「Mobile Korea 2024」活動。

印度巴拉特 6G 聯盟、美國 Next G 聯盟和韓國 6G 行動通訊論壇簽署合作備忘錄 (MOU)。該協議期望增進下一代通訊技術的國際合作和技術共享，為韓國確保在 6G 行動通訊領域的全球領導地位奠定重要基礎。

科學和資訊通信部副部長強調:「與全球專家的積極合作以及產學研的共同努力對加速6G行動通訊技術的開發和標準化至關重要，其技術有望成為人工智慧和數位時代的核心」。他還表示: 「創造讓每個人都能享受美好生活並相互聯結的未來，政府將繼續支持國際聯合研究的啟動，加強國際標準化合作」。

The Ministry of Science and ICT held the "Mobile Korea 2024" event from Oct.28, 2024 to Nov.1 and ,2024.

A memorandum of understanding (MOU) was signed between India's Bharat 6G Alliance, the U.S.'s Next G Alliance, and South Korea’s 6G mobile communications forum. This agreement is expected to enhance international cooperation and technology sharing for next-generation communication technologies, laying a significant foundation for South Korea to secure global leadership in 6G mobile communications. 

The Vice Minister of Science and ICT emphasized, "Active collaboration with global experts and the dedicated efforts of industry, academia, and research are crucial to accelerating the development and standardization of 6G mobile communications technology, which is expected to be at the core of the artificial intelligence and digital era." He also stated, "To create a connected future where everyone can enjoy a better life, the government will continue to support the activation of international joint research and strengthening international standardization cooperation."
